Upgrade of windows installer build system:
- revisions.txt supports "local" to point to local working directories

- still use pip/wine for other python packages
- some cleanup in Makfile code, removing dead code
- CANopen, Modbus and OPC-UA not included... to be continued.

Fix generation of revisions.txt in makefile

SNAP: replace lxml versions to be compatible with Beremiz.

Forcing ubuntu20 python-lxml (4.5.0) package instead of PIP vesrion (4.9.1).
4.9.1 leads to derived variable types to appear as "derived" instead of real type name.
Problem happens with plcopen/variables_infos.ysl2 and plcopen/VariableInfoCollector.py.
No clue for now about what really breaks.

Add GitHub Actions workflow file to build windows bundles on push to default branch.

Makefile: Allow overriding revisions IDs through environment, to make it possible to build code comming from non HG repos.

Don't require TTY for docker.

windows installer: force CanFestival build to use source code already checked out rather than re-doing it in anotrher directory.

Dockerfile: use script rather than alias so that bash doesn't need to be interactive shell with a TTY

Use pypi's zeroconf-py2compat instead of zeroconf2. Latest available release is more recent.

Re-enable lzma compression for windows installer

Bundle in installer only fraction of MSYS2: Mingw32. The rest isn't needed for now.

New windows installer cross build, using patched pacman to get MSYS2's packages and PIP over Wine to get PyPI packages. Work in progress.

Fixes dependencies missing or unpacked incorrectly. Now Beremiz on windows starts, and mingw's gcc run. Still, test project doesn't build.

use global CROSS_COMPILE prefix to define compilers for matiec and canfestival

matiec is compiled with different compiler than binaries shipped with mingw,
therefore it needs own versions of runtime libraries (libgcc_s_sjlj.dll, libstdc++.dll).
