move README content to Makefile

It's not necessary to copy commands from README anymore. Just use
'make source_list', 'make template' or 'make locales'.

lazy locale initialization

wx.Locale() can't be called without wx.App. So don't call it at
import. It makes PLCOpenEditor simpler.
